Steven Corcoran

Steven joined EPPA in 2018 following the merger with PACT European Affairs, which he joined back in 2012. As a senior consultant at PACT, Steven built up significant expertise in the EU decision-making process, in particular secondary legislation (delegated acts and comitology), delivering strategic advice, legal analysis and monitoring to a range of clients across various EU policy areas, including pharma, food, environment and chemicals.


Steven has co-authored a number of PACT publications, most notably the ‘Handbook on EU Secondary Legislation’ and ‘EU Financial Services: The Ins and Outs of the Decision-making Process.’ He also participates regularly in PACT training and coaching sessions, and assists Daniel Guéguen and Vicky Marissen in delivering their course on secondary legislation at the College of Europe.


Before coming to PACT, Steven was a legal intern at Brussels law firm Van Bael & Bellis, where he worked in depth on topics such as antitrust, international trade and data protection.

Steven holds a degree in Law and French from Trinity College Dublin and a Masters in European Legal Studies from the College of Europe in Bruges.


Steven is an Irish national and has a good command of French.
