Jacobo Truan Aguirre

In an ever more complex political scenario in the EU, analyzing the European political context is essential in any Public Affairs strategy. May it  be in regulatory strategies or policy implementation, the complexity of the political forces which represents EU citizens at local, national or European Level condition the present and the future of Businesses.

Jacobo truly believes in the importance of dialogue between businesses and governments. At EPPA, Jacobo acts as advisor on highly political topics in highly regulated sectors and its main area of specialization is the European Parliament´s procedure and political dynamics analysis.

Jacobo joined EPPA in 2016 to work on internal market, public health, agriculture and environmental policy. Before joining EPPA he worked at the European Parliament and at the Spanish Permanent Representation to the EU. 


Jacobo has worked in key dossiers such as the latest reform of the Common Agricultural Policy, the e-cigarettes legislation in the EU and its implementation at national level or the revision of the EU fertilisers regulation, where he led a team to ensure sustainable usage of fertilisers in the European agriculture by connecting businesses, governments and society into a common objective, ensuring a strategic alignment with the objectives of the Green Deal.


He holds a degree in International Relations from the Complutense University of Madrid and a Master’s degree in International Affairs from the Universidad Pontificia de Comillas (ICADE) in Madrid, where he focused in international and European Union law. Jacobo is currently a PHD candidate in Political Science and International Relations, where he focuses his research in the interface between governance systems and technological and societal changes.

Jacobo has worked at several multinational companies on Public Affairs and Institutional Relations, like MAPFRE and at the Spanish Confederation of Entrepreneurs (CEOE) as an international affairs consultant, making country- risk analysis for Spanish businesses.

Jacobo is fluent in Spanish and English and has a good command of French.
