Michel Praet, Member of the Cabinet of President Herman Van Rompuy, addressed the audience with an insight in the least penetrable of all EU Institutions, The European Council. Created by the Lisbon Treaty without clear definition of its role, it has become nevertheless an influential institution for setting strategic policy goals and for coaching the Commission and governments towards political consensus.
Its first Chairman, Herman Van Rompuy, has established the Council’s role in a complementary way to the other institutions and has been much praised for it. In particular in times of crisis, the European Council has even become the key EU institution.
